Sergejus is an expert in anti-corruption, ethics, and behavioural change, with over 18 years of experience in helping develop new laws, implement standards in practice, and change organisational values and behaviour. He has served as an expert with the United Nations Development Program, the European Commission, and other public and private organizations. For 15 years, he was at the helm of Transparency International Lithuania, one of the most successful public policy organisations in the region. As a member of working groups, Sergejus helped draft the Laws on Whistleblower Protection, Lobbying and Corruption Prevention in Lithuania. He is the Founder of the Transparency School, the Chair of the International Advisory Board of Access Info Europe, and an Editorial Fellow at the Paris Institute for Advanced Study. Currently, he is also completing his PhD in Social Psychology at ISM University, with Fellowships at the Center for Social Norms and Behavioral Dynamics at the University of Pennsylvania, the Quality of Governance Institute at the University of Gothenburg, and the Paris Institute for Advanced Study.
